Biosecurity Guidance - for officials of The Scottish GovernmentThe Below guidance is aimed at officials of The Scottish Executive who visit farm premises in the absence of an outbreak of a notifiable animal and/or plant disease.1. The purpose of this guidance is to highlight the biosecurity precautions you should follow when undertaking farm inspections. These precautions are designed to prevent potentially harmful biological agents animal, horticultural or zoonotic implications for human health from entering or leaving a property.

2. It is essential that no transmission of disease can be attributed to careless behaviour on the part of staff involved in farm inspections. Every official must carry out effective biosecurity measures. It is important to minimise the risk of disease spread and to set a good example to the industry.

General Guidelines3. In the majority of cases, contact will be made with the farmer or person in charge before the inspection takes place. The opportunity should be taken to establish what washing facilities are available and also what, if any, Separation Areas exist. In some instances it may be necessary for you to carry a full disinfecting kit. This comprises an approved disinfectant, bucket, brush, eye goggles, facemask where appropriate, impervious gloves, waste disposal bags and a reasonable sized container filled with water in case there is none available on the farm.

4. When planning an unannounced visit the Inspector should check with the local Area Office to see if a Separation Agreement is in place for the location to be inspected. Approved Separation Agreements will include a detailed plan showing where the Separation Areas are located.

5. If Separation Areas are in place, these areas should be avoided. If it is necessary to pass through such areas then cleaning and subsequent disinfection of soiled boots and clothing must be carried out before moving from one area to another.

6. If you do come into contact with livestock or faecal material, you must thoroughly clean and then disinfect footwear, leggings etc. on entry to and on leaving the premises.

7. Inspectors who live on a farm must ensure that they are wearing clean clothes and footwear when leaving the premises to carry out inspections. Vehicles must be cleaned and disinfected.

8. As routine, vehicles should be kept clean inside and outside to reduce the risk of spreading any disease when travelling to and from premises. They should be parked on hard standing away from livestock and should not be driven through fields which have or have recently had stock in them.

Ensure surfaces to be disinfected are clear of mud, faeces and other organic matter by washing in a water bath or hosing down before applying disinfectant.

Any activity that encourages the different movements of each hand will encourage the development of hand dominance. These activities should be repeated over time to provide practice and to help the child develop his or her skills sufficiently to develop an awareness of which hand is more skilled. These activities make the child decide on which hand to use to do the activity and which hand assists or holds.

1. Screwing lids on and off jars, screwing pipe fittings together, assembling nuts and bolts. To add interest to screwing lids off, hide small objects or stickers inside for the child to discover.

3. Pushing a car or train around a track. You can draw a pathway or streets on a long piece of paper. This works wonderfully, because as the child moves the car, he ends up crawling and naturally stabilizing his weight on the non-dominant hand.

5. Household tools such as tongs, large tweezers, a strawberry picker or clothes pin to pick up objects. A kitchen tool called a pickle fork to pick up pom poms works beautifully to force that decision on which hand to use and children love playing with it.

6. Scooping beans, salt or noodles with a spoon into containers. Try both hands, watching to see which one is more skilled.

7. Then try putting the items into a small hole or slot cut in the lid of a yogurt container. Alternate hands doing the task and watch the quality of movement.

8. Encourage coloring on small pieces of paper. One hand has to stabilize the paper or it slips all around.

9. Ball Play. Try to provide opportunities for the child to practice his/her ball skills. Try rolling balls, catching, tossing balls into a container. Be sure to start with a ball large enough that the child feels comfortable with and moving smaller as his/her skills progress. You may also try these activities with bean bags. In using large balls, children learn to use their hands symmetrically, working together. Smaller balls will elicit more of one hand emerging as the dominant one. Positioning the container higher up in relation to the child helps to encourage extension of the wrist with pronation palms down position of the hand.

10. Lacing cards. Hand sewing encourages the use of a dominant hand. Lacing cards can be made of thin cardboard with a hole punch. Use long shoelaces, or yarn with the end stiffened with tape or blunt tapestry needles and yarn. Burlap can also be stitched without punching holes.

Occasionally, ask the child which hand feels better. In time, both you and the child will have an idea of which hand is the preferred hand.

Watch which hand initiates common activities such as: brushing teeth, brushing or combing hair, door opening, counting items and pointing to objects. Often children will start fine motor activities with their dominant hand and then switch to the non-dominant hand, as the dominant hand fatigues. It is better to teach the child to stop and rest his/her hand rather than switching.

With the Boston story, we not quite as fast as Twitter the crowd is always faster, but we provided a lightningfast stream of coverage that avoided or downplayed nearly all incorrect reports, including a third explosion, a bombing at the JFK Library and a Saudi suspect in custody. Here our technique: moments after the explosions, our editors tracked dozens of Boston news sources news organizations, officials and eyewitnesses looking for a new report on the story. Just as ontheground news organizations compare sources before reporting new information, our editors compared these new reports with coverage from other news and official sources. For example, when one news organization reported that five unexploded devices have been discovered, we noticed that no other news organization or law enforcement source was reporting anything similar. In that scenario, we table the story and wait for a second news organization to confirm with its own sources or an official source makes an announcement. Early reports from mass casualty stories are often in flux, and here are a few examples we learned:

Leaked reports of suspect descriptions are nearly always wrong and overly vague in this case, it was a skinned or black man with a black backpack so we avoid reporting any description until officially released by law enforcement. New Delhi, April 12: Conspirators and mastermind of the highprofile murder of Deepak Bhardwaj have taken the advantage of technology and tried to dupe the police with a fullproof plan. However, their plan saved them only for two weeks as most of the accused now have been arrested by Delhi police.

According to police sources, the conspirators led by Bhardwajs younger son Nitesh had used mobile messaging app Whatsapp and exchanged calls through secret numbers which were known to none.

The special task force and local police in Delhi analysed at least 200 numbers which eventually led them to nail Nitesh and Baljeet Sehrawat. The latter, who is also in police custody, informed police that Nitesh did not want to take any risk using mobile phones, hence had installed Whatsapp in his mobile.

Delhi police have been trying to retrieve the chats of the accused through the mobile messaging app. Police believe that Nitesh might have succeeded to dupe them if he had not committed silly mistakes of telling unconvincing lies.

Meanwhile, police sources informed the money, which was spent to kill Bhardwaj, belonged to Bhardwaj himself and it is also believed that it had come from his realestate business.
